You might look into the history of eugenics of the era as many of the “applications” of eugenical Ideas were first employed in the US. In fact some have made the argument that the Germans borrowed many “principles” from us, including sterilization of the “unfit.” scary! You can read Alex stern’s book which lays some of this out….. Furthermore, the Captain’s purpose as a war icon is even more blatant since he pretty much disappeared as a Super Hero in the 50′s.

It was really only after his “revival” as an Avenger did he really step into his own and develop a character and personality separate from ‘Kill All Nazis American Man’, Marvel is famous for dramatically changing characters as they come out with new/alternate story lines and comic series (see also new Captain America comics)
